Experienced Enterprise GIS Project Manager

Responsible for management of the entire project lifecycle from project definition/scope through implementation. Develop project plan and drive project milestones. Employ project management methodologies and tools, like MS Project. Identify, coordinate, and manage resources and key stakeholders for project. Ensure effective change management occurs throughout the course of the project. Manage all communication plans, training and documentation. Deliver projects on time, at/under budget and within scope. Communicate project status to all stakeholders on a regular basis throughout the lifecycle of the project. Position requires excellent oral and written communications, interpersonal, negotiation, project planning, judgment, leadership, decision-making, analysis and problem-solving skills. Expert knowledge of MS Project, Excel, MS Word and Visio. 6+ years of prior experience in project management is required.

Hours: 8:00am to 5:00pm

 GIS Project Manager Purpose/Background: Provide project management for IT applications support and development. The primary focus of this position is to manage the development of projects related to Geographic Information Systems (GIS) including interactive mapping applications, spatial analysis and spatial data processing. This role will also perform project management tasks as required by the CSX Technology Program Management Office (PMO).

Principal Duties and Responsibilities:
* Project management skills are required for this position.
  - Strong oral and written communication and interpersonal skills a must.
  - Solid problem solving skills a must.
  - Expect to communicate with all levels in the organization efficiently and effectively.
* Leverage technical experience towards solution design
* Manage multiple and varied projects. Project methodologies include SDLC, Agile and Fast-track.
* Create and manage project work plans;manage tasking and assignments.
* Own project budget and timeline; Participate in the monthly forecasting processes.
* Organize the activities of the project team.
* Coordinate the activities of the project team with other departments.
* Supervise and direct activities as required ensuring successful project implementation
* Lead, assign, direct and check the work of others. Guide the team through all phases of the project life cycle.
* Consult with business departments in the analysis of short and long range business requirements.
* Manage risk mitigation, assess critical paths and dependencies.
* Manage project reporting and issue resolution processes.
* Perform related duties as assigned or requested.

Education: BA/BS degree in Geography or related discipline, Computer Science or Computer Information Systems or equivalent work experience.

Experience:
* Requires project management skills (4 years+) within Technology Applications Development.
* Experience in building and managing project work plans.
* Deliver quality projects on-time and within budget.
* Requires GIS project management experience or GIS Team Lead experience (4 years+).
* Requires a broad knowledge and expertise in development and systems implementation methodologies including iterative approaches like Agile/SCRUM.
* Requires expertise in analyzing company (business partner) processes to properly diagnose and implement the most effective and cost efficient solutions.
* Proficient at risk management. Able to deal successfully with uncertainty.
* Negotiation and conflict resolution. Able to motivate team.
* Excellent verbal and written communications skills needed to convey system requirements, problem solve and lead a team.
* Must effectively report on system progress, status and issues.
* Must have well-developed presentation skills.

Preferred Experience:
* Experience with ArcGIS projects
* GIS Professional Certification a plus
* Project Management Certifications are a plus
* Transportation business knowledge and nomenclature
* Understanding of Technology’s interdepartmental roles and responsibilities
